TECHNICAL OFFICER CUSTOMS
Trade & Facilitation Division
Duties and Responsibilities:
  • Provide technical and administrative support in the regional cooperation related trade facilitation, customs matters in particular;
  • Be responsible for technical, administrative and professional support to the ASEAN bodies in the preparations and conduct of meetings;
  • Assist higher level officers for the implementation of activities of technical assistance programme under ASEAN Dialogue Partners; and
  • Undertake substantive work of the Trade and Facilitation Division, particularly on customs matters as well as to perform protocol duties.
Requirements:
  • Bachelor degree in economics, international trade, international business, international relations, public policy or related fields from a reputable university;
  • A minimum three (3) years relevant work experience in technical role;
  • Demonstrated knowledge and technical skills in the relevant area and ability to acquire them;
  • Proven skills in problem solving in a complex organisational environment and in work planning;
  • Demonstrated ability to develop, implement, monitor and review policies and procedures;
  • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines;
  • Good oral and written communication skills and strong interpersonal skills, including experience in cross-cultural environment and international settings;
  • Demonstrated ability to develop and maintain sound working relationships with stakeholders;
  • Demonstrated commitment to collaborative work practices;
  • Sound command of English, written and spoken.

SENIOR PROGRAM OFFICER
Duties and Responsibilities:
  • Provide technical and operational support to AADCP II Program Director through the
  • Program Coordinator.
  • Provide technical support to the Program Coordinator in the development of AADCP II
  • Work Plan.
  • Provide technical and management support for the implementation of activities related
  • to ASEAN Economic Community Support and ASEC Institutional Capacity Development, which includes:
    • Facilitate meetings among ASEC key personnel and AADCP II team on the initial
    • stage of the activities and further steps to be undertaken;
    • Assist relevant ASEC desk officers in the preparation stage of the activities i.e.
    • development of project proposals, terms of reference, project costing,
    • procurement, proposal review, contracting, etc;
    • Provide guidelines for the selected consultants/organisations in consultation
    • with relevant ASEC desk officers prior to the commencement of the activities;
    • Coordinate and liaise with the selected consultants/organisations to conduct
    • their tasks, monitor progress of the tasks, development of reports and its
    • finalisation which may involve proofing, redrafting, assessing progress against
    • project milestones (inception, draft, and final reports);
    • Facilitate workshops/seminars and other appropriate events in coordination
    • with relevant ASEC desk officers and consultants to support the dissemination of
    • AADCP II related activities and findings;
    • Summarise and record report assessments/evaluations by ASEC and AusAID.
  • Maintain appropriate and consolidated electronic and hard copy records of documents
  • related to AADCP II activities.
  • Provide technical support in the preparation of AADCP II Progress Reports and
  • Completion Reports.
  • Other tasks at the request of the Program Director and Program Coordinator, as
  • appropriate.
Requirements:
Essential
  • Masters Degree in Economics, International Development, Development Studies or a related field from a reputable institution.
  • At least 6 years demonstrated programme and project management skills, including informulation and design, contracting, budgeting and management and reporting on project and programme activities.
  • Strong analytical and problem solving skills in a complex organisational environment and in work planning.
  • Excellent command of English, good oral and written communication skills as well as strong interpersonal skills in cross‐cultural environment and international settings.
  • Proven ability to work independently as well as in a team in a multicultural environment.
  • Able to perform coordination tasks and undertake multiple assignments
  • Proficient in standard computer applications, particularly Microsoft Office tools and internet application.
  • Knowledge and understanding of strategic planning, public policy development and public analysis.
Desirable
  • Sound knowledge about ASEAN including ASEAN Charter, ASEAN Economic Community, and related issues.
  • A minimum of six years relevant work experience in multinational organisations.
  • Experience in conducting and/or supervising socio‐economic research.
  • Experience in one or more of the areas of Services, Investment, Consumer Protection and Agriculture
  • Experience in delivering training in project/programme management
  • Able to travel as required.
